Why are er and over separated by niet?

When er combines with a preposition to replace "preposition + it" (forming a word like erover), the two parts often split in a sentence. Other sentence elements, especially adverbs of negation like niet (not), are placed between er and the preposition, giving us er niet over.

Why are the verbs wordt gepraat placed at the very end of the sentence?

The word waarom (why) introduces a subordinate clause. In Dutch subordinate clauses, all conjugated verbs and participles are pushed to the end of the phrase. That is why wordt gepraat comes after the split er ... over structure.
