Because the person who is delighted is the same person doing the drawing (I). In French, when the main clause and the action share the same subject, you avoid the subjunctive. Instead of saying que je dessine, you just use the infinitive (the dictionary form) of the verb: dessiner.
How would this sentence change if I were delighted that you were drawing the landscape?
