Questions & Answers about U mag hier niet staan, behalve als u een ontheffing heeft.
Does staan here mean a person literally cannot stand on their own two feet?
In official rules or traffic contexts, staan almost always refers to a vehicle. It means 'to park' or 'to remain stationary'. The mention of an ontheffing (exemption or parking permit) strongly points to this being a parking rule.
Why is the verb heeft pushed to the very end of the sentence?
The combination behalve als (except if) acts as a subordinating conjunction. This means it introduces a dependent clause, which always pushes the conjugated verb (heeft) to the end in Dutch.
Could I use the word tenzij in this sentence instead?
Yes, tenzij means 'unless' and is a very common alternative to behalve als. You could perfectly say: U mag hier niet staan, tenzij u een ontheffing heeft.
How could we rewrite the second half using the formal conjunction daar to explain why someone got a ticket?
To change the condition into a direct cause, you could say: ... daar u geen ontheffing heeft (since you do not have an exemption). Just like behalve als, daar is a subordinating conjunction, so the verb heeft stays at the end of the clause.
