Why do we use the imperfect subjunctive (conoscessi) here instead of the present subjunctive?

We use the imperfect subjunctive to talk about a wish in the present that isn't true right now. The speaker doesn't know the person, but wishes they did. If you used the present subjunctive, it wouldn't convey this sense of an unfulfilled desire.

Because conoscessi ends in -i, does it mean "you knew"?
