Why do we use شده است instead of just شد at the end of the sentence?
شده است is the present perfect form of the verb شدن (to become). We are using it here to build the present perfect passive. Instead of using the simple past منتشر شد for was published, the sentence uses منتشر شده است to express has been published.
The dictionary says to publish is منتشر کردن. Why does this sentence use a form of شدن instead?
To make a compound verb passive in Farsi, you usually swap the active light verb کردن (to do or to make) with the passive light verb شدن (to become). By changing منتشر کردن to منتشر شدن, the meaning changes from to publish to to be published.
Why is there a ی attached to the end of اعلامیه?
This is the written form of the Ezāfe! You need an Ezāfe to link the noun اعلامیه (announcement) to its adjective جدید (new). Because اعلامیه ends in a silent heh (ه), you cannot simply add a vowel sound; you must insert a ye sound to bridge them smoothly, which is written with the letter ی.
Could we drop است and just say منتشر شده?
