Why does the verb for 'know' look like beshnâsad instead of its normal present tense form?
Because it follows the modal verb bâyad (must). In Farsi, verbs following bâyad must be in the present subjunctive form. To build it, we take the present stem of shenâkhtan (to know or recognize), which is shenâs, add the subjunctive prefix be-, and attach the third-person ending -ad to match the driver.

No, bâyad is an impersonal modal verb. This means it is frozen in this form and stays exactly the same no matter who the subject is. The only verbs that change endings to match the subject are the main action verbs that come after it, like beshnâsad and tamrin konad.
What is the word doing after shahr (city)?
The word is a direct object marker that points to a specific thing. By saying shahr râ, it shows that the driver needs to know 'the city' (a specific city), rather than just any city in general.
