Why does te go before kunnen instead of the main verb bijscholen?
When you have multiple infinitives in an om ... te clause, te must go right before the modal or auxiliary verb, not the main verb. Here, kunnen is the modal verb helping bijscholen, so it becomes te kunnen bijscholen.
Bijscholen is a separable verb. Shouldn't the te go between the prefix and the verb, like bij te scholen?
That would happen if bijscholen were the only verb (e.g., om zich bij te scholen). However, because we added the modal verb kunnen, the te shifts to attach to kunnen. The separable verb bijscholen gets pushed to the end of the cluster and remains fully intact as a single word.
