Why is it ignore instead of ignora?
This is a formal usted command. To give a negative command to someone you address as usted, take the verb ignorar, drop the -ar, and add -e to make no ignore. If you were talking to a friend (tú), you would say no ignores.
Why does lo go before the verb here?
Because this is a negative command. In negative commands, object pronouns like lo (him) must always go between the no and the verb. If it were a positive command, the pronoun would be attached to the end of the verb, like ignórelo.
