In Spanish, the verb gustar works backward compared to English. It actually means "to be pleasing to." The sentence literally translates to "To eat bread with cheese is pleasing to us." Because the subject is the action of eating, not "we," the verb doesn't take the "we" ending.

There are two foods here (pan and queso). Why do we use the singular gusta instead of the plural gustan?

You use the singular gusta because the thing that is pleasing to us is the action itself: comer (to eat). Whenever gustar is followed by an infinitive verb (a verb in its basic form ending in -ar, -er, or -ir), you always use the singular gusta, no matter how many things you are eating!
