Why is the word "we" missing from the Portuguese sentence?
The verb vamos already means "we go" or "we are going". Because the verb ending tells us exactly who is doing the action, the pronoun nós (we) is usually left out. It is perfectly normal to just say Vamos criar o plano instead of Nós vamos criar o plano.
How does the "going to" future tense work here?
Portuguese forms the near future very similarly to English: by combining a conjugated form of the verb ir (to go) with the main action verb. Here, vamos is the "we" form of ir, and it is followed directly by the infinitive (unconjugated) form of the main verb, criar (to create).
English uses "to" in "going to create". Why isn't there a separate word for "to" between vamos and criar?
The English word "to" is already built into the infinitive verb criar, which literally means "to create". In Portuguese, you never put a connecting word between ir and the main verb for this tense. You simply put them right next to each other: vamos (we are going) + criar (to create).
Is plano related to the English word "plane"?
Not if you mean an airplane! (That would be an avião). Plano translates to "plan" (a strategy or idea) or "flat" (like a flat surface or a geometric plane). Here, it clearly means a plan you are creating.
