Clause chaining with a bare past participle is used for sequential actions done by the same subject, like "The manager signed the permit and left." This sentence does not list a sequence of actions. Instead, it embeds a completed action inside a "that" clause, so we must use the full present perfect tense, including the auxiliary است.
Why do we use اینکه instead of just که at the beginning of the sub-clause?
اینکه translates literally to "this that," but it functions like "the fact that" in English. We use it to package the entire phrase about the manager signing the permit into a single noun clause, allowing it to act as the subject of the main verb صحت دارد.
Literally, what does صحت دارد mean and how does it work?
صحت means "truth," "correctness," or "validity," and دارد is the third-person singular of "to have." Rather than saying a fact "is true" with the verb "to be," Farsi often expresses this by saying the statement "has truth."
Why is the main verb صحت دارد all the way at the very end of the sentence?
Farsi places the main verb at the end of its clause. Because the subject of صحت دارد is the entire "fact" about the manager, the structure is simply the question word آیا, followed by that massive subject clause, and finally the main verb asking about it at the end.
