Why does the Farsi sentence use the present tense میخواهم (I want) when the English translation says wanted?
In Farsi reported speech, you do not shift the tense backwards like you do in English. You keep the tense of the original direct quote. Since the original question was 'Do you want to upgrade?', the Farsi sentence uses the present tense میخواهم after که آیا (if/whether), even though the main verb پرسید (asked) is in the past.
Is it mandatory to use both که and آیا together to mean 'if'?
In standard Farsi, yes. When reporting a yes/no question, که آیا (literally 'that whether') is the standard structure. In very casual spoken Farsi, people sometimes drop آیا and just use که with a questioning tone, but که آیا is the clearest and most correct way to express 'asked if'.
