The lesson says the future passive uses a past participle, but تصویب isn't one. How does the passive work here?
For simple verbs, you do use the past participle (like نوشته خواهد شد for "it will be written"). However, تصویب شدن (to be approved) is a compound verb made of a noun (تصویب) plus شدن. To make this type of compound verb future passive, you just leave the noun part alone and conjugate شدن into the future tense: تصویب خواهد شد.
Why is the final verb بمانیم and not the regular present tense میمانیم?
The word باید (must) forces the verb that follows it into the subjunctive mood. To form the present subjunctive, we replace the indicative می prefix with ب, which changes میمانیم (we stay/remain) into بمانیم (that we stay/remain).
What exactly is the verb phrase منتظر بمانیم made of?
It comes from the compound verb منتظر ماندن. منتظر is an adjective meaning waiting or expectant, and ماندن means to stay or to remain. While you could also say صبر کنیم (we wait), منتظر بمانیم has the specific, slightly more formal nuance of we remain waiting.
