Why does the second part say det gör han inte heller instead of just repeating the verb?
In Swedish, we usually avoid repeating the main verb. Instead, we use a short answer structure by pointing back to the action with det (that) and replacing the verb with gör (does). So det gör han inte heller translates to "neither does he" (literally "that does he not either").
Why is the word order det gör han rather than han gör det?
