In Spanish, we use the verb estar (which gives us está) to talk about physical locations. Even though a building like a restaurant is permanent and isn't going to move, you always use estar to say where someone or something is located.

Why are the words flipped to say restaurante nuevo instead of nuevo restaurante?

In Spanish, descriptive words (adjectives) like nuevo almost always come after the word they describe. So instead of saying "new restaurant", you literally say "restaurant new".

What does the accent mark on está do?

It tells you to put the spoken stress on the last syllable. It is also very important because it separates this word from esta without an accent mark, which means "this" (like in esta mesa meaning "this table").
