Va avoir is the futur proche (near future). In French, we use it when an event is seen as a certainty or is based on current evidence (like a growing population). If we used the futur simple (aura), it would sound more like a distant prediction or a guess.
Habitants is plural, so why is it plus d' instead of plus des?
With expressions of quantity like plus de (more), beaucoup de (a lot), or moins de (less), the word de never changes to des—even if the noun that follows is plural! Because habitants starts with a silent 'h' acting like a vowel, de simply drops its 'e' to become d'.
