How does the negative present perfect passive work in ferestade nashode ast?
It uses the past participle of the main verb (ferestade, meaning sent) plus the present perfect of the helper verb shodan. To make it negative, the na- prefix goes on the helper verb, creating nashode ast.
Why doesn't the main verb ferestade take the negative na- prefix?
In passive sentences, the helper verb shodan does all the mechanical work. It carries the tense, the person, and the negative prefix. The main verb stays locked as a past participle. This is why we say ferestade nashode ast and never na-ferestade shode ast.
Does budje (budget) get a special ending to connect to omumi (public)?
Yes, they are connected by the ezafe grammatical link. Because budje ends with a silent 'heh' (which sounds like 'e'), it requires a 'y' sound to bridge the two words smoothly, making it budje-ye omumi.
