The verb خوش آمدن (to like) is an impersonal verb in Farsi. Literally, it means "goodness comes" from something. To say who likes something, you attach a pronoun ending to خوش. Since we are talking about "my sister" (a third person), we use the ending ـَش (-ash) to make خوشش (khosh-ash). The verb part نیامده است always stays in the third-person singular.

Why is the verb in the form "نیامده است" instead of "نمی آید"?

The sentence means "has never liked", so it uses the present perfect tense to describe an experience from the past up to now. The present perfect is built with the past participle نیامده (has not come) plus است (is). If it were just "She does not like" in general present tense, it would be خوشش نمی‌آید.

Since هرگز means "never", why is the verb also negative?

In Farsi, words like هرگز (never) or هیچ‌وقت (never) must always be paired with a negative verb. This double negative is completely normal and grammatically required, which is why we see the negative prefix on the verb نیامده است.

Why is خواهر من (my sister) at the very beginning if the verb is impersonal?

Even though the grammatical subject of the verb is technically the feeling of "goodness", خواهر من is the logical subject or topic of the sentence. In Farsi, the person experiencing the feeling is placed at the beginning so the listener knows who is being talked about right away.
