How do we build the verb بفرستد?
This is the present subjunctive form of the verb فرستادن (to send). You build it by adding the prefix بـ (be-) to the present stem فرست (ferest), plus the personal ending ـد (-ad) for he/she/it. This gives us بفرستد (beferestad).
Why doesn't the Farsi sentence use an infinitive for to send like we do in English?
In Farsi, when a verb follows expressions of wanting, needing, or deciding, we do not use the infinitive. Instead, we use the present subjunctive. Literally, this sentence says the manager decides that he sends the report. The connecting word for that (که) is optional and has been left out here, leaving the subjunctive verb بفرستد to do the job.
Why is the word را placed after گزارش (report)?
را (ra) is the specific direct object marker. Because the manager is sending a specific report (the report rather than just any report), we must add را right after it to show it directly receives the action of being sent.
Why is the prefix می placed in the middle of تصمیم میگیرد (decides)?
تصمیم گرفتن (to decide) is a compound verb, literally meaning to take a decision. When we conjugate it in the present tense, the prefix می (mi-) only attaches to the verb part (گیرد) and not the noun part (تصمیم).
