Dutch doesn't use a filler word like 'ones'. Instead, it uses the quantitative er to refer back to bloemen (flowers). Together, er drie rode does the exact same job as 'three red ones' in English.

Why does rode get an -e ending if the noun is missing?

When you use er to avoid repeating a noun, the adjective still takes the exact same ending it would have if the noun were actually there. Because bloemen is plural, the adjective gets the standard -e ending, just like it does in rode bloemen.

Why is er placed immediately after wil?

Words like er are unstressed and like to sit as early in the sentence as possible. In this clause, er steps in right after the subject (ik) and the conjugated verb (wil). It would be incorrect to place it later, such as ik wil drie rode er kopen.

Why is kopen placed at the very end of the sentence?

The word en connects two main clauses. In the second clause, the modal verb wil takes the second position. As a standard rule, a conjugated modal verb pushes the main action verb in its full infinitive form (kopen) to the very end of the clause.
