The word Mevrouw (Madam) shows that the speaker is being polite and formal. In Dutch, you use u as the formal "you" when speaking to strangers, older people, or anyone you want to show respect to.

Why is the verb bent? Is that the same verb form used for jij?

Yes! The formal u almost always takes the exact same verb form as jij. For the verb zijn (to be), that form is bent. There is just one big difference to remember for questions: if you swap the order to ask a question, jij drops the -t (ben jij?), but u always keeps it (bent u?).

Can Mevrouw be used on its own without a last name?

Yes. While it translates to "Mrs." or "Ms." when put before a last name, you can also use it completely on its own to politely address a woman as "Madam" or "Ma'am", exactly as it is used here.
