A following noun is not a verbal object

Direct juxtaposition is common with a compact, conventional relation: penelitian kualitas air. A preposition such as tentang or terhadap can clarify topic or target, especially with a heavy phrase.

Do not add verbal meN- morphology to the dependent noun. The phrase is not penelitian meneliti kualitas air; event meaning is already in penelitian.
Expressing the actor
An actor can appear with oleh, as a possessor-like noun immediately after a complete event phrase, or remain implicit.
Pemeriksaan kendaraan oleh petugas berlangsung sekitar sepuluh menit.
The vehicle inspection by the officer takes about ten minutes.
Penelitian tim kami berfokus pada kualitas udara dalam ruangan.

Oleh is clearest when both an affected entity and actor are expressed: pemeriksaan kendaraan oleh petugas. In penelitian tim kami, lexical plausibility makes the team an actor/owner, but bare juxtaposition can become ambiguous.

Government development/construction drew criticism from residents; the participant relation is unclear.
This phrase could suggest development of the government, development carried out by it, or a government program. State the event participant explicitly:
Pembangunan proyek oleh pemerintah mendapat kritik dari warga.

Aspect and modality move outside the noun
The circumfix does not mark whether an event is ongoing, complete, planned, or merely possible. Surrounding predicates and modifiers do that work.
Pengumpulan data sedang berlangsung.
Data collection is currently in progress.
Pengumpulan data telah selesai.
Data collection has been completed. (formal)
Pengumpulan data mungkin ditunda sampai bulan depan.
Data collection may be postponed until next month.
The temporal or modal element belongs to the larger clause: sedang berlangsung, telah selesai, mungkin ditunda. By contrast, a finite active clause places it before the verb:
Tim sedang mengumpulkan data di lapangan.
The team is currently collecting data in the field.
This difference is why sedang pengumpulan data is not a complete neutral predicate. Use sedang berlangsung or restore a finite verb.

Neighboring affixes profile different facets of the same family.

There is no universal one-slot paradigm. Pengumuman itself covers event and content; βannouncerβ usually requires a lexical role such as pembawa acara or an active clause, depending on context.
Lexicalized institutions and locations have their own complements
Location nouns behave like ordinary lexical nouns even if their history is eventive.

Result-like words behave similarly:

Morphological possibility does not predict these modern collocations.
Formal nominal style and conversational clauses
Event nouns are dense and useful in formal, bureaucratic, journalistic, and academic prose. Conversation often foregrounds an actor with a finite verb.

Pembangunan fasilitas kesehatan akan dilaksanakan secara bertahap.
Construction of the healthcare facility will be carried out in stages. (formal)

The conversational paraphrases are not shortened nominalizations. They reorganize the message around an actor and action. Informal ngajar is a recognized colloquial active form; retain mengajar in careful Standard Indonesian.
Avoid uncontrolled nominal stacking
Several event nouns can form a grammatical but difficult chain. Readers must infer every participant relation.
Pelaksanaan peningkatan pengawasan pengiriman barang akan dievaluasi.
The implementation of increased monitoring of goods delivery will be evaluated. (formal but dense)
For clearer prose, restore actors and verbs:
Tim akan mengevaluasi cara petugas meningkatkan pengawasan terhadap pengiriman barang.
The team will evaluate how officers improve monitoring of goods delivery.
Nominal style is useful when the event itself is the stable topic. It becomes costly when several hidden actors and affected entities accumulate.
Productive schema and blocked formations
PeN-...-an readily creates technical event nouns, but the active verb does not guarantee one predictable noun. Loan clusters, internal suffixes, and existing synonyms can block or reshape a candidate. Verify unfamiliar forms rather than converting English -tion mechanically.
Orthography
Write actual words solid: pembangunan, pengajaran, penelitian, pengumuman. Use peN-...-an only as the abstract label. Nasal substitution remains visible in the noun; do not restore t in penelitian or k in pengiriman.
