The abstract template peN- + base + -an forms nouns such as pembangunan, pengajaran, penelitian, and pengumuman. Capital N is not written literally: it represents a nasal that adapts to the beginning of the base. Productive attachment also substitutes many initial p, t, s, and k consonants, while outer -an distinguishes the event noun from a bare peN- agent or instrument noun.

The visible letters do not always reveal the morpheme boundary. In perawatan, r belongs to rawat; the prefixal allomorph is pe-. In penelitian, n belongs to the prefix while base-initial t has disappeared.
pem-...-an and p substitution
Before b, the nasal becomes m and b remains. Before a simple initial p, the p normally disappears.

Pembangunan retains root-initial b. Pemilihan and pemotongan do not retain root-initial p in their surface spelling.
pen-...-an and t substitution
Before c, d, and j, surface pen- normally retains the base consonant. A simple initial t is usually substituted.

Guest registration is carried out at the front desk.
Pendataan ulang warga dimulai pekan ini.
Resident data collection is starting again this week. (formal)
Penjualan tiket dibuka pukul delapan pagi.

The base of penelitian is teliti, not neliti. Surface penelitian realizes peN- + teliti + -an with loss of initial t.
peny-...-an and s substitution
Before a simple initial s, the s disappears and the prefix surfaces as peny-.

Bicycle rental is available near the park entrance.
Penyaringan air dilakukan sebelum air masuk ke tangki utama.
Water filtration is performed before the water enters the main tank.

Analyze penyewaan as peN- + sewa + -an, but write neither pensewaan nor penysewaan.
peng-...-an and k substitution
Before a vowel, g, or h, the usual surface prefix is peng- and the base beginning remains. A simple initial k normally disappears.

Excavation of the new channel was completed before the rainy season.

pe-...-an and the penge-...-an extension
Before many sonorant-initial bases, no added nasal is visible: layan → pelayanan, rawat → perawatan, warna → pewarnaan.
Pelayanan pelanggan tersedia sampai pukul sembilan malam.
Customer service is available until nine at night.
Perawatan mesin dilakukan setiap tiga bulan.
Machine maintenance is performed every three months.
Pewarnaan kain itu menggunakan bahan alami.
The dyeing of that cloth uses natural materials.
Many monosyllabic bases take penge-...-an, preserving the short base:

The final check is performed one hour before the event.
Short loans and clusters remain a genuine lexical edge. Predict the core pattern, then verify the established derivative rather than relying on syllable count alone.
The outer -an changes what the noun profiles
Compare bare peN- participant nouns with peN-...-an event nouns:

Writing -an is not a decorative extension. It changes the nominal perspective from a participant to an event, process, result, or lexicalized place.
Related verbal suffixes are not copied mechanically
The active family can contain -kan or -i even when the event noun ends simply in circumfixal -an. Compare umum → mengumumkan → pengumuman and selesai → menyelesaikan → penyelesaian. Do not form pengumumkanan or penyelesaikanan.
Panitia mengumumkan hasil seleksi melalui surel.
The committee announces the selection results by email.
Pengumuman hasil seleksi dikirim melalui surel.
The announcement of the selection results is sent by email.
The exact relationship between a complex verb and its noun is lexical. Some internal morphology remains in established forms, while other verbal suffixes do not. There is no reliable operation of removing meN- and attaching an invariant pen-an string.
Root selection and dictionary recovery
The productive center contains eventive bases associated with established transitive verb families. Nouns, adjectives, and borrowed bases can participate when Indonesian has conventionalized an event. Not every meN- verb has a common peN-...-an noun, and a possible surface form may be blocked by an existing lexical competitor.
To recover the base, reverse nasal substitution: penelitian → teliti, pemilihan → pilih, penyewaan → sewa, pengiriman → kirim. Search both the complete noun and the recovered base because dictionaries vary in presentation.
Orthography
Use peN-...-an only as abstract notation. Actual forms are solid and lowercase: pembangunan, pengajaran, penelitian, pengumuman. Do not write the capital N, a teaching hyphen, or a space inside the completed noun. The peN- formation guide provides the parallel participant-noun map.
