Pembangunan jembatan oleh pemerintah packages “the government builds a bridge” as a construction process; the bridge and government remain interpretable even though the event is now a noun phrase.

English may use construction, teaching, research, and announcement, four unrelated morphological patterns. Indonesian exposes their shared event-noun architecture more clearly, but no one English suffix translates the circumfix.
Processes and unfolding activity
The productive center profiles an action as a process, often one that unfolds through stages or occupies time.
Penulisan laporan akhir memerlukan data dari semua cabang.
Writing the final report requires data from every branch.
Pengumpulan sampah dilakukan setiap pagi.
Garbage collection is carried out every morning.
Pengolahan air limbah membutuhkan peralatan khusus.
Wastewater treatment requires specialized equipment.
Pengiriman bantuan tertunda karena jalan utama terputus.
The delivery of aid was delayed because the main road was cut off.
The base supplies the event type: writing, collecting, processing, or sending. The circumfix directs attention away from one finite occurrence performed by a foregrounded actor and toward the process as a manageable entity.
Nominalization itself does not say whether the process is complete. Time and aspect must come from surrounding words:
Pengumpulan data masih berlangsung.
Data collection is still in progress.
Pengumpulan data sudah selesai.
Data collection has been completed.
The same noun accepts masih or sudah selesai because peN-...-an is not a past-tense or completion marker.
Organized activities and systems
Some event nouns denote a socially organized activity, professional practice, or institutional system rather than one bounded action.
Pengajaran bahasa di sekolah itu menekankan keterampilan berbicara.
Language teaching at that school emphasizes speaking skills.
Penelitian medis harus mengikuti prosedur etika yang ketat.
Medical research must follow strict ethical procedures. (academic)
Pendidikan dasar tersedia bagi semua anak di wilayah tersebut.
Primary education is available to all children in that region.
Pelatihan keselamatan diadakan dua kali setahun.
Safety training is held twice a year.
Pengajaran can name the ongoing practice of instruction, and penelitian the institutional activity of research. Pendidikan and pelatihan are highly conventional fields whose modern scope must be learned lexically.
The distinction between process and organized domain is often contextual rather than categorical:
Pengajaran di kelas pagi dimulai pukul delapan.
Teaching in the morning class begins at eight.
Pengajaran modern memanfaatkan berbagai media digital.
Modern teaching uses various digital media.
The first is a scheduled event; the second is a practice or system.
Results, contents, and achieved outcomes
An event noun can shift from the action to what that action makes available: content, an official outcome, a statement, or an evaluation.
Saya membaca pengumuman itu sebelum masuk ke ruangan.
I read the announcement before entering the room.
Pemberitahuan perubahan jadwal dikirim melalui surel.
Notification of the schedule change was sent by email.
Pengakuan saksi dicatat dalam berita acara.
The witness's statement or confession was recorded in the official report. (formal)

Pengumuman is something one can read, so its content/result reading is strongly lexicalized. Penilaian may denote the evaluating process or the resulting assessment. The base still organizes meaning, but event structure alone does not predict the final countability or collocation.

Institutions and locations
A smaller lexicalized branch names a place or institution where the associated event characteristically occurs.

Penginapan ordinarily names lodging, pengadilan a court, penampungan a shelter or holding facility, and pemakaman a cemetery in these contexts. Their location readings are conventional lexical developments, not a productive promise that every event noun also names its venue.
Pemakaman remains polysemous: it can name the burial event or the burial place.
Pemakaman akan dilaksanakan besok pagi.
The burial will take place tomorrow morning.
Keluarga itu berjalan melewati pemakaman.
The family walked past the cemetery.
Syntax and event predicates such as dilaksanakan select the event; a spatial phrase such as melewati pemakaman selects the place.

The physical-building sense is transparent. The policy sense broadens “building” to planned social and economic development.

The first profiles the activity; the second treats one study as a bounded source of findings.
Pengajaran and pengumuman
Pengajaran can be an instructional event, method, or wider practice. Pengumuman can be the act, wording, document, or message. These are predictable directions of extension, but dictionaries and collocations determine the conventional senses.
Neighboring nominalizers select other facets
Bare peN- normally profiles a participant or instrument, while -an often profiles a product or associated entity.

The circumfix does not mean “person” or “thing produced.” It nominalizes the event and then permits lexical shifts from that event.
Productive schema and lexical limits
Event nominalization is highly productive in formal vocabulary, including technical and borrowed bases. Yet phonological well-formedness does not ensure conventional meaning. Pemandangan means “view/scenery,” pendapatan often means “income,” and pendengaran can mean “hearing/hearing ability.” Their modern senses must be stored.
Pemandangan dari jendela kamar itu indah sekali.
The view from that bedroom window is beautiful.
Pendapatan keluarga itu menurun selama musim sepi.
That family's income declined during the quiet season.
Do not coin a new noun merely because English has -tion or -ment. Check which Indonesian derivational family and lexical item actually names the intended event or result.
Orthography
Write the abstract circumfix as peN-...-an in analysis. Write surface words solid: pembangunan, pengajaran, penelitian, pengumuman. Nasal substitution belongs in surface spelling; do not restore t in pentelitian or use literal capital N.
