Academic and bureaucratic Indonesian often turns actions into nouns: menilai “assess” becomes penilaian “assessment,” and mengembangkan “develop” becomes pengembangan “development.” Nominalization lets writers treat an event as a stable topic, attach classifications to it, and connect several institutional processes inside one noun phrase.
That density has a consequence: actors can recede, while processes, rules, and outcomes move to the foreground. Nominal style is therefore not just “more formal wording.” It redistributes agency and responsibility, sometimes strategically. This page teaches advanced parsing and revision, not the basic formation of each affix.
The underlying event/result contrasts are introduced in event, process, and result nouns; this page follows those nouns into dense formal prose.
From action to event noun
Compare a direct verbal clause with a nominalized version:
Tim penilai memeriksa kelayakan setiap usulan.
The assessment team examines the eligibility of each proposal. (neutral/formal)
Pemeriksaan kelayakan setiap usulan dilakukan oleh tim penilai.
The examination of each proposal's eligibility is carried out by the assessment team. (bureaucratic)
The first sentence begins with an actor and predicates an action. The second packages pemeriksaan kelayakan setiap usulan as a noun phrase, then gives that event another predicate, dilakukan. The actor survives in oleh tim penilai, but arrives late.
Common peN-...-an event nouns include pemeriksaan, pengiriman, penyusunan, pemberian, and pengembangan. Their nasal allomorphs are part of the word: pemberian, never penberian.
Penyusunan anggaran tahunan melibatkan semua kepala bagian.
Preparing the annual budget involves all division heads. (formal)
Pengiriman obat ke pulau-pulau kecil memerlukan kapal berpendingin.
Shipping medicine to the small islands requires refrigerated vessels. (formal)
Pemberian izin usaha menjadi kewenangan pemerintah kabupaten.
The granting of business permits falls under the authority of the regency government. (bureaucratic)
Per-...-an nouns often profile an event, relationship, development, or institutional domain: pertemuan, perundingan, perkembangan, perdagangan. The division is useful but lexical, not mechanical; speakers learn established nouns and their participant patterns.
Perundingan antara serikat pekerja dan manajemen berlangsung selama enam jam.
Negotiations between the labor union and management lasted six hours. (formal)
Perkembangan industri baterai mendorong peningkatan kebutuhan nikel.
The development of the battery industry is driving an increase in demand for nickel. (academic)
Nominal chains: find the head from left to right
Formal prose can nest one event noun inside another:
Pemerintah mempercepat pelaksanaan pembangunan jaringan air bersih.
The government is accelerating implementation of the construction of a clean-water network. (bureaucratic)
The object has three layers:
- pelaksanaan — implementation;
- pembangunan — construction, specifying what is implemented;
- jaringan air bersih — the entity constructed.
The first noun is the grammatical head of the whole chain, but each following unit narrows it. Read such phrases from left to right while asking “implementation of what?” and then “construction of what?”
Evaluasi pelaksanaan program pemberdayaan nelayan dimulai pekan depan.
Evaluation of the implementation of the fishermen's empowerment program begins next week. (bureaucratic)
Peningkatan kualitas pelayanan kesehatan daerah menjadi sasaran utama kebijakan ini.
Improving the quality of regional health services is the main objective of this policy. (formal)
Penundaan penerbitan keputusan penetapan lokasi menimbulkan ketidakpastian.
The delay in issuing the decision that establishes the location creates uncertainty. (legal/bureaucratic)
These phrases are grammatical, but the last one has multiple plausible internal relations. A relative clause or a verbal rewrite may expose them more clearly.
Karena instansi belum menerbitkan keputusan yang menetapkan lokasi, warga menghadapi ketidakpastian.
Because the agency has not issued the decision establishing the location, residents face uncertainty. (clearer verbal rewrite)
How participants enter a nominalized event
A verb identifies actors and affected participants through clause structure and voice. An event noun uses adjacency and prepositional phrases instead.
Peneliti menganalisis sampel tersebut.
The researchers analyzed the sample.
Analisis sampel tersebut oleh para peneliti memerlukan waktu dua bulan.
The researchers' analysis of the sample required two months. (academic)
With many peN-...-an nouns, the affected entity follows directly: pemeriksaan pasien, pengumpulan data, pembangunan jembatan. An explicit actor can follow oleh.
Pengumpulan data oleh petugas lapangan dilakukan setiap sore.
Data collection by field officers is carried out every afternoon. (formal)
Pembangunan tanggul oleh pemerintah kota mendapat dukungan warga pesisir.
The city government's construction of the embankment received support from coastal residents. (formal)
Dari usually marks source, origin, or contribution, not a transparent passive agent.
Masukan dari kelompok disabilitas mengubah rancangan pintu masuk.
Input from disability groups changed the entrance design. (formal)
Pendanaan dari pemerintah pusat belum mencukupi seluruh kebutuhan proyek.
Funding from the central government has not yet covered all the project's needs. (formal)
In usulan dari warga, residents are the source of the proposal and often also its proposers. In pemeriksaan oleh dokter, oleh explicitly marks the examiner. English of, from, and possessive 's blur distinctions that Indonesian may choose to state.
Agent suppression and strategic responsibility
Removing the actor can be useful when the procedure matters more than the individual, the actor is already known, or institutional prose aims for impersonal continuity.
Pendaftaran peserta ditutup pada pukul empat sore.
Participant registration closes at four in the afternoon. (administrative)
Penetapan penerima bantuan didasarkan pada hasil verifikasi lapangan.
The designation of aid recipients is based on field-verification results. (bureaucratic)
Terjadi keterlambatan penyampaian informasi kepada masyarakat.
There was a delay in communicating information to the public. (bureaucratic)
The last sentence presents a delay as something that “occurred.” It does not reveal who should have communicated the information. That may be appropriate in a process report—or it may protect the responsible party.
Compare an actor-centered rewrite:
Badan tersebut terlambat menyampaikan informasi kepada masyarakat.
The agency was late in communicating the information to the public.
Panitia salah menetapkan dua nama sebagai penerima bantuan.
The committee wrongly designated two people as aid recipients.
Kesalahan penetapan dua penerima bantuan sedang ditinjau.
The erroneous designation of two aid recipients is being reviewed. (bureaucratic, actor suppressed)
The nominal version does not lie, but it changes what readers encounter as the sentence's center. Critical reading asks not only “what happened?” but also “who did it, to whom, and who can change it?”
Unpacking one administrative sentence into three clauses
Consider this constructed administrative sentence:
Pelaksanaan pemindahan pedagang ke lokasi sementara berdasarkan hasil penilaian kelayakan bangunan dilakukan guna peningkatan keselamatan pengunjung.
The implementation of moving traders to a temporary location on the basis of the building-suitability assessment is carried out in order to improve visitor safety. (deliberately dense administrative style)
Its event nouns are pelaksanaan, pemindahan, penilaian, and peningkatan. Dilakukan adds another verbal shell, yet the responsible institution remains absent. A clear three-clause version names a plausible actor and restores the logical sequence:
Dinas pasar telah menilai kelayakan bangunan utama.
The market authority has assessed the suitability of the main building.
Berdasarkan hasil penilaian itu, dinas memindahkan para pedagang ke lokasi sementara.
On the basis of that assessment, the authority is moving the traders to a temporary location.
Pemindahan tersebut bertujuan meningkatkan keselamatan pengunjung.
The move is intended to improve visitor safety.
The rewrite identifies actor, evidence, action, affected participant, and goal. It is not less formal; it is simply less nominally compressed.
Academic density without bureaucratic fog
Academic writing often needs nominalizations as technical objects.
Penelitian ini menguji hubungan antara peningkatan suhu permukaan dan penurunan hasil panen.
This study tests the relationship between rising surface temperatures and declining crop yields. (academic)
Kami menemukan perbedaan pola penggunaan air antara rumah tangga perkotaan dan pedesaan.
We found a difference in water-use patterns between urban and rural households. (academic)
These event nouns allow concepts to be compared. Trouble begins when every action receives its own abstract noun and passive support verb.
❌ Pelaksanaan pengumpulan data dilakukan untuk pelaksanaan pengukuran perubahan konsumsi.
Needlessly inflated — repeated pelaksanaan and dilakukan hide a simple research action.
✅ Tim kami mengumpulkan data untuk mengukur perubahan konsumsi.
Our team collected data to measure changes in consumption. (academic and direct)
English-speaking learners sometimes assume that Latinate English nouns should become Indonesian nominal chains. There is no such quality scale. Strong formal Indonesian alternates nominal and verbal structures according to information needs.
Common Mistakes
Choosing an invariant peN- spelling
❌ Penberian beasiswa diumumkan bulan depan.
Incorrect formation — peN- undergoes nasal allomorphy before beri.
✅ Pemberian beasiswa diumumkan bulan depan.
The awarding of scholarships will be announced next month. (formal)
Treating dari as a universal agent marker
❌ Pemeriksaan pasien dari dokter spesialis berlangsung satu jam.
Unclear participant relation — dari suggests source or association rather than explicitly marking the examiner.
✅ Pemeriksaan pasien oleh dokter spesialis berlangsung satu jam.
The specialist doctor's examination of the patient lasted one hour. (formal)
Assuming denser means better
❌ Pelaksanaan pembahasan usulan akan dilakukan oleh kami besok.
Needlessly inflated — the nominalization, support verb, and late actor obscure a simple action.
✅ Kami akan membahas usulan itu besok.
We will discuss the proposal tomorrow.
Suppressing the actor when accountability matters
❌ Telah terjadi penghapusan tiga nama dari daftar penerima.
Evasive in an accountability context — it says a deletion occurred but not who deleted the names.
✅ Petugas verifikasi telah menghapus tiga nama dari daftar penerima.
The verification officers have removed three names from the recipient list.
Misreading the head of a nominal chain
❌ Dalam ‘evaluasi pelaksanaan program’, program adalah kepala seluruh frasa.
Incorrect analysis — evaluasi is the head, while pelaksanaan program specifies what is evaluated.
✅ Evaluasi pelaksanaan program itu akan selesai pada akhir bulan.
The evaluation of that program's implementation will be completed at the end of the month. (formal)
