در نظر گرفتن means “to take into account, consider, allow for, envisage, designate.” It is a fixed three-word predicate: در نظر does not name a literal physical location, and گرفتن supplies the inflection. A specific factor or person considered is its direct object: همهی هزینهها را در نظر گرفتیم “We took all the costs into account.”
The expression is neutral-to-formal and very common in planning, policy, analysis, and professional conversation. It inherits past stem گرفتـ and present stem گیرـ. Because bureaucratic Persian often uses it in passive clauses, learners must distinguish clear agentless style from needless administrative heaviness.

Taking a factor into account
In its central analytic meaning, در نظر گرفتن selects a factor relevant to a judgment, plan, or calculation. A specific factor normally takes را. Multiple factors can be coordinated, and هم often signals that an additional consideration should enter the analysis.
در برآورد نهایی هزینهی نگهداری را در نظر نگرفته بودند.
dar barâvord-e nehâyi hazine-ye negahdâri râ dar nazar nagerefte budand.
They had not taken the maintenance cost into account in the final estimate. (formal report)
اگر شرایط آبوهوا را در نظر بگیریم، تأخیر قابل درک است.

English also uses consider for thinking about an issue. Persian دربارهی چیزی فکر کردن profiles deliberation; چیزی را در نظر گرفتن profiles including it in a decision or mental model. The distinction is not absolute, but it is useful: thinking may continue without the factor actually shaping the plan.
Envisaging and designating
The predicate can create a planned role, resource, or future arrangement: اتاقی را برای جلسه در نظر گرفتن “set aside/designate a room for the meeting,” او را برای این سمت در نظر گرفتن “consider him/her for this position.” Here برای names the role or purpose, while the candidate/resource remains the direct object.
مدیریت یک اتاق آرام برای مصاحبهها در نظر گرفته است.
modiriyat yek otâq-e ârâm barâ-ye mosâhebe-hâ dar nazar gerefte ast.
Management has designated a quiet room for the interviews. (formal/institutional)
او را برای مدیریت شعبهی تازه در نظر گرفتهاند.

They have her in mind to manage the new branch. (formal-neutral; candidate plus role)
This sense is prospective: it does not assert that the person has been appointed or the resource has been used. It only says the plan currently assigns that possibility.
Passive and agentless style
The productive passive is در نظر گرفته شدن: past در نظر گرفته شد, present در نظر گرفته میشود, subjunctive در نظر گرفته شود. The former object becomes the subject. This is very common in policies, specifications, and reports because the decision-maker may be generic or institutionally unimportant.
برای هر شرکتکننده پانزده دقیقه زمان در نظر گرفته شده است.
barâ-ye har sherkat-konande pânzdah daqiqe zamân dar nazar gerefte shode ast.
A fifteen-minute period has been allocated for each participant. (formal/institutional passive)

Passive is useful when the affected factor is the topic. If responsibility matters, active style is clearer: کمیته این نیاز را در نظر نگرفت identifies who omitted it. Object clitics and ambiguity
A recoverable object can attach to نظر: در نظرش گرفتم, or to the finite light verb: در نظر گرفتمش. Both occur in speech. The internal form is compact, but نظرش independently means “his/her opinion,” so surrounding syntax must identify the clitic as the object of the whole compound.
هر دو پیشنهاد خوب بودند، اما در نهایت دومی را در نظر گرفتیم.
har do pishnehâd khub budand, ammâ dar nehâyat dovvomi râ dar nazar gereftim.
Both proposals were good, but in the end we considered the second. (formal-neutral; explicit object)
گزینهی اول خیلی گران بود، برای همین در نظرش نگرفتیم.
gozine-ye avval kheyli gerân bud, barâ-ye hamin dar nazar-ash nagereftim.

When the possible referents include both a person and that person's opinion, expand the object: نظر او را در نظر گرفتم “I considered his opinion” versus او را در نظر گرفتم “I considered him.” Clitic economy is not worth role ambiguity in formal prose.
Bureaucratic register and plainer choices
در نظر گرفتن is not bureaucratic by nature; it is the precise neutral-formal verb for inclusion in reasoning. Prose becomes bureaucratic when the predicate is repeatedly nominalized or passivized: در نظر گرفته شدن ملاحظات مربوطه. A clear active sentence often improves accountability.
کمیته سه معیار اصلی را در ارزیابی در نظر گرفت.

The committee considered three main criteria in the evaluation. (clear formal active)
Depending on meaning, plainer alternatives include حساب کردن “allow/count,” فکر کردن به/دربارهی “think about,” and کنار گذاشتن برای “set aside for.” They are not automatic synonyms; choose the one that expresses the actual relation.
Tehran conversational forms
Tehran speech (informal, regional: Tehran) has در نظر میگیره، در نظر میگیرین، در نظر میگیرن. The full expression remains common in serious conversation, though practical contexts often use حساب کردن. Object را becomes رو.
این هزینه رو هم در نظر بگیر، بعد تصمیم بگیر.

1. Using the past stem for a present
❌ مدیر همهی خطرها را در نظر میگرفتد.
Incorrect — present گرفتن uses stem گیر; گرفت belongs to past forms.
✅ مدیر همهی خطرهای اصلی را در نظر میگیرد.

The manager takes all the main risks into account.
2. Omitting را from a specific factor
❌ همان هزینهی پنهان در نظر نگرفتیم.
Incorrect in careful Persian — همان makes the object specific, so it takes را.

hamân hazine-ye penhân râ dar mohâsebe dar nazar nagereftim.

3. Breaking the fixed word order
❌ باید این عامل را نظر در بگیریم.
Incorrect — the stored predicate is در نظر گرفتن in that order.
✅ باید این عامل تازه را هم در نظر بگیریم.

4. Using a passive when the former object still has را
❌ در گزارش نهایی این هزینه را در نظر گرفته شد.
Incorrect — in the passive, the considered item is the subject and does not take را.
