In regular statements, tan does mean "so". But in exclamations starting with qué, adding tan or más before the adjective is the standard formula to emphasize the description. Together, qué + noun + tan + adjective creates the English equivalent of "What a [adjective] [noun]!"

Why is there no una before pasarela?
