Can I use eccetto instead of tranne in this sentence?
Yes, tranne and eccetto both mean 'except' and are completely interchangeable here. Notice that we keep the definite article i in front of gatti right after the word tranne.
Why is the verb piacciono instead of piace?
The verb piacere works backwards compared to English. Literally, this sentence translates to 'All the animals are pleasing to me.' Since the subject doing the pleasing (tutti gli animali) is plural, the verb must also be the plural form piacciono.
