Literally: instead of that, in order to + verb, but in English it’s just instead of doing X.

So:

• вместо того чтобы смотреть фильм – instead of watching a movie

You can’t just say вместо сидеть дома – that’s ungrammatical. For a verb, you need the full phrase вместо того чтобы.
