Why does Il y a mean "There is"?
Il y a is a fixed expression in French that means "There is" or "There are". Literally, it translates to "It there has" (il = it, y = there, a = has), but you should always treat it as a single chunk of meaning rather than translating it word-for-word.
Why is nouveau placed before the noun, but commercial is placed after?
Most French adjectives go after the noun, just like commercial does here (centre commercial). However, a small group of common adjectives describing Beauty, Age, Goodness, or Size (often called BAGS adjectives) go before the noun. nouveau means "new" (Age), so it comes before centre.
