Why is there an Ezafe linking سرکنسول (Consul General) and موسوی (Mousavi)?
This is the Explanatory Ezafe. In Farsi, when a title, profession, or rank comes right before a person's name, they must be connected by an Ezafe. Just like we say دکترِ تهرانی (Doktor-e Tehrâni), here we say سرکنسولِ موسوی (Sar-konsul-e Musavi) to connect the title to the person.
Why do we use به اینکه (be in-ke) instead of just که (ke)?
The verb "to pay attention" is توجه کردن به (tavajjoh kardan be), which requires the preposition به. When the object of that preposition is a full clause ("that Consul General Mousavi confirmed the visa"), you can't just put به next to که. Instead, you use به اینکه (literally "to this that") to bridge the preposition and the clause.
Why are باید (we must) and توجه کنیم (we pay attention) so far apart in this sentence?
In Farsi, the main verb always goes at the end of its clause. The outer shell of this sentence is باید... توجه کنیم (we must pay attention). Everything else—the entire "to the fact that..." phrase—is what we are paying attention to, so it gets sandwiched between the modal word باید and the final subjunctive verb توجه کنیم.
