How does the Ezafe function in طوفان خشم (tufân-e khashm)?
This is an example of the Metaphorical Ezafe (Ezafe-ye Tashbihi). Instead of showing possession or linking a noun to an adjective, the Ezafe here links two nouns to create a direct metaphor. You aren't saying the anger owns a storm; you are equating the anger to a storm (the storm that is anger).
Why does را (râ) come immediately after خشم instead of after طوفان?
The word را marks the entire noun phrase as the specific direct object of the verb. Here, the complete object is the phrase طوفان خشم (the storm of anger). Therefore, را must follow the whole Ezafe chain, not just the head noun طوفان.
