Why do we use در حالی که here, and does it mean "while" or "whereas"?
In this context, در حالی که (dar hâli ke) means "while" because it links two actions happening at the exact same time: someone drying hair and someone reading. It can also mean "whereas" to contrast two different facts, but the grammatical rules stay exactly the same!
I've learned that conjunctions usually require the subjunctive. Why is میخوانم in the regular present tense?

While many conjunctions (like those for "before" or "so that") trigger the subjunctive because the action is hypothetical, در حالی که describes a real, factual state that is currently ongoing. Therefore, it takes the indicative mood, which is why we keep the normal present tense with the می prefix.
Why doesn't the command خشک کنید have the usual ب (be-) prefix for imperatives?
خشک کردن (to dry) is a compound verb made of an adjective and a helper verb. When making commands with compound verbs using کردن (to do), the ب prefix is almost always dropped in modern Farsi. You just use the stem and the personal ending, which gives us کنید.
Why is را placed after موی من?
را (râ) is the specific direct object marker. Because "my hair" is a specific known thing receiving the action of the verb (drying), it must be followed by را to clearly show its role in the sentence.
