Why does the sentence use کنند (konand) instead of میکنند (mi-konand)?

Why is کار کردن (kâr kardan) left in its full infinitive form?
In Farsi, the infinitive also acts like an English '-ing' noun (a gerund). Here, it directly follows the preposition قبل از (qabl az - before) to mean 'before working', so it doesn't need to be conjugated.
The phrase لازم است just means 'it is necessary'. How do we know the sentence is about what they must do?
With impersonal phrases like لازم است که (it is necessary that), the person who needs to do the action is shown by the final verb's ending. The verb کنند (konand) ends in ـند (-and), which is the 'they' ending. If it were about 'you', it would end with your personal ending, like دقت کنید (deqqat konid).
