I know the word for "good" is خوب (khub). Why does "the best" look so different here?
Just like in English (good, better, best), the adjective خوب (khub) is irregular in Farsi. Its comparative form ("better") is بهتر (behtar), and its superlative form ("the best") is بهترین (behtarin), which is what we use in this sentence.
Does بهترین (behtarin) need to be followed by a noun, like "the best critique"?
It doesn't have to be! If the context is clear, you can use the superlative adjective on its own, exactly like in English. Here, بهترین است simply means "it is the best", referring back to the critique you just mentioned.
