Why doesn't باید have an ending that matches ما (we)?
باید (must) is an impersonal modal verb. This means it never changes form, no matter who is doing the action. We know 'we' are the ones who must do it because the main verb at the end of the sentence, رعایت کنیم, has the 'we' ending.
Why is the main verb رعایت کنیم and not رعایت می‌کنیم?
Because it follows باید (must). After باید, the main verb has to be in the subjunctive form. For compound verbs that use کردن (to do), you form the subjunctive simply by dropping the می prefix and keeping the personal ending. So رعایت می‌کنیم (we follow) becomes رعایت کنیم (that we follow).
