Why do the verbs bâšim and konim both take the subjunctive form?
Because of the word bâyad (must). Bâyad applies to both actions in this sentence: being careful and following the rules. Since they are linked by va (and), both verbs must be in the subjunctive form.
Why doesn't the subjunctive verb bâšim (we be) start with the usual be- prefix?
The verb 'to be' is an exception. Its subjunctive stem is bâš-, and it never takes the be- prefix that you normally add to verbs after bâyad.
Where is the be- prefix for the second verb, konim?
The verb 'to follow' here is re'âyat kardan, which is a compound verb using kardan (to do). In modern Farsi, it is very common to drop the be- prefix from the 'do' part of compound verbs, so we just say re'âyat konim instead of re'âyat bekonim.
Why is the word placed right after qânun-hâ (the rules)?
The word is a marker that points out a specific direct object. Because 'the rules' are the specific things being followed by the action, must immediately follow them.
