Why is er placed directly after the verb ligt?
In a yes/no question, the finite verb comes first. Because er is acting as a provisional subject here, it must be placed as close to the front as possible, immediately following the finite verb and before any adverbs in the middle field.
Why does the actual subject een stoffig fotoalbum come after the adverb boven?
When er is used to introduce an indefinite subject (like een fotoalbum), that actual subject gets pushed back towards the end of the sentence. Adverbs of place like boven (upstairs) will usually sit in the middle field between er and the delayed subject.
