Why doesn't this sentence use a word for "been", like geworden?
In English, we say a roundabout has been constructed. In Dutch, the present perfect passive is formed simply with the auxiliary verb zijn (here, is) and the past participle (aangelegd). You don't need to add geworden at the end. Literally, the Dutch sentence says "Here is a roundabout constructed."
Why does the past participle aangelegd have "ge" in the middle of the word?
It comes from the separable verb aanleggen (to construct / to lay out). When making a past participle for a separable verb, the -ge- goes right between the prefix (aan) and the verb stem (legd), combining into one word: aangelegd.
Why is the verb is placed before the subject een rotonde?
Because the sentence starts with the adverb Hier (Here). Whenever you start a Dutch main clause with something other than the subject, the verb and subject swap places (this is called inversion). If you started with the subject instead, the normal order returns: Een rotonde is hier aangelegd.
