Annotated Administrative Notice

An administrative notice does more than convey facts: it assigns a procedural role, names a missing action, fixes a deadline, and states what the authority may do next. Serbian institutional prose often packages those relations in passives, impersonal се clauses, nominalizations, and dense genitive chains. Reading it well means recovering the hidden actors without silently changing the notice's legal force.

The text below is original and fictional, not a quotation from an actual authority. Its language models a formal notice requesting completion of an application; the later plain-language version preserves the same instructions but makes the actors and sequence explicit.

The paraphrase is easier, but it does not add the claim that the application will automatically be rejected. The original says only that the authority will decide from the material available. Plain language must reveal the procedure, not invent a consequence.

Line-by-Line Grammar

1. The title is a noun phrase, not a sentence

Обавештење о допуни захтева contains two layers of dependency. О + locative, in о допуни, identifies the notice's subject; genitive захтева then depends on допуна and means completion or supplementation of the application. English may prefer a verbal title, but Serbian administrative headings often nominalize the action.

The phrase does not mean that the application has already been completed. The body establishes that the recipient must supply a missing document.

2. Instrumental увидом backgrounds the reviewer

Увидом у документацију... утврђено је literally organizes the sentence around ‘by inspection of the documentation, it was established.’ Instrumental увидом names the means, while neuter passive утврђено је suppresses the official who reviewed the file.

The participle приложену agrees with accusative feminine документацију. The following chain—уз захтев за остваривање права на субвенцију—cannot be translated as a single English of chain. It means ‘with the application / for exercising an entitlement / to a subsidy.’ Each preposition contributes its own relation.

3. Negative passive identifies the missing item

Није достављена потврда is a periphrastic passive. Feminine достављена agrees with потврда, the document not submitted. Word order places the new, missing item at the end; the notice is not mainly reporting an unnamed person's failure but diagnosing the file.

The natural plain-language version restores the recipient as Ви: нисте послали потврду. That change is stylistic, not factual, because the notice clearly addresses the applicant.

4. Impersonal позива се creates a formal directive

Позива се подносилац захтева да... is conventional (formal/administrative) wording. The grammatical subject follows the verb, but English naturally makes the applicant the subject: ‘The applicant is requested to...’ The да clause states the requested action.

Inside that clause, доставити нешто некоме takes an accusative item and dative recipient: understood потврду is delivered Одељењу. The department's full institutional name remains capitalized as a specific unit.

5. The deadline phrase has a nested starting point

У року од осам дана contains од + genitive after the noun рок. A second chain, од дана пријема овог обавештења, identifies receipt of this notice as the reference event. The wording fixes the relevant event; rules for counting procedural days belong to the applicable procedure and should not be guessed from grammar alone.

6. Се може предати combines procedure and permission

Допуна се може предати presents a generally available procedure. The modal може signals an available option, not an obligation. Two routes are coordinated: на писарници and електронским путем.

Уз навођење броја предмета nominalizes ‘while stating the case number.’ The paraphrase turns it into the direct imperative наведите, which makes the required accompanying action easier to spot.

7. Future passive states the procedural consequence

Не буде допуњена is future II in an ако clause; ће бити одлучено is an impersonal future passive in the result. The authority remains unnamed until the final phrase којима орган располаже, where instrumental којима is selected by располагати нечим.

Одлучити о захтеву takes о + locative, hence о захтеву. English decide the application has a direct object, so copying English syntax would produce the wrong Serbian case frame.

8. The closing offers contact, not a remedy

Обратити се некоме takes a dative recipient: Одељењу. За додатна обавештења means ‘for further information.’ It does not create a right of appeal or extend the deadline. Readers must not infer procedural rights from a routine contact line.

Discourse and Register

The notice follows institutional information structure: file review → deficiency → required action → submission channels → consequence → contact. It begins with what the authority established, not with the recipient. This patient-centered organization helps a department reuse one template, but it makes the human sequence less visible.

The plain-language paraphrase reverses that perspective: you omitted X → send X here → identify the case → this is what happens if you do not. It uses active verbs and pronouns while preserving the deadline, channels, case number, and limited consequence. Formal Ви/Ваш capitalization is suitable in direct official correspondence, though institutional house styles vary.
