Annotated News Report

A Serbian news report is built in layers. The headline compresses; the lead restores tense, place, and the main participant; later sentences sequence events, identify sources, and separate verified facts from institutional claims. Readers therefore have to recover omitted auxiliaries without treating every confident-looking sentence as the reporter's own assertion.

The short report below is entirely original and fictional. It models neutral local reporting rather than quoting or adapting an existing article.

Крушевачка библиотека покренула мобилну читаоницу

Kruševac library launches mobile reading room. (headline)

КРУШЕВАЦ — Градска библиотека у Крушевцу покренула је у понедељак мобилну читаоницу намењену становницима села која немају огранак библиотеке.

KRUŠEVAC — The City Library in Kruševac launched a mobile reading room on Monday for residents of villages without a library branch.

Возило са око две хиљаде књига најпре је стигло у Јасику, где се задржало два сата, а затим је наставило ка суседним насељима.

The vehicle, carrying about two thousand books, first arrived in Jasika, where it stayed for two hours, and then continued toward neighboring settlements.

Према подацима Библиотеке, током првог дана учланило се 86 мештана, од којих је више од половине млађе од осамнаест година.

According to Library data, 86 local residents joined on the first day, more than half of them under eighteen.

Директорка установе Јелена Марковић рекла је да ће читаоница сваке седмице обилазити шест насеља и да ће се распоред објављивати на сајту Библиотеке.

The institution's director, Jelena Marković, said that the reading room would visit six settlements each week and that the schedule would be posted on the Library website.

„Желимо да књиге стигну и до читалаца који живе далеко од града“, навела је Марковићева.

‘We want books to reach readers who live far from the city as well,’ Marković said.

Пројекат је финансиран из градског буџета, а возило је прилагођено за улазак особа које користе колица, саопштила је Библиотека.

The project was financed from the city budget, and the vehicle was adapted for wheelchair users, the Library said.

Наредни полазак планиран је за четвртак, али ће коначна маршрута зависити од стања локалних путева.

The next trip is planned for Thursday, but the final route will depend on local road conditions.

The translation expands the headline into an English present-tense headline, but the Serbian source does not contain present tense there. Its feminine participle покренула is a compressed perfect whose missing auxiliary becomes visible in the lead.

Line-by-Line Grammar

1. The headline omits је

Крушевачка библиотека покренула мобилну читаоницу has an expressed subject, feminine past participle, and direct object, but no auxiliary је. This is conventional headline compression (journalistic). In an ordinary report sentence, restore the auxiliary: Библиотека је покренула... or, with a journalistic enclitic position after a longer subject, Градска библиотека у Крушевцу покренула је...

The participle still agrees. A neuter subject such as министарство would require покренуло, even in a compressed headline.

💡
Headline ellipsis removes recoverable function words, not agreement. Reconstruct person, number, gender, and tense before translating.

2. The lead moves from place to event

The dateline КРУШЕВАЦ — orients the reader and is outside the sentence proper. The lead then supplies the full institutional actor, the bounded event покренула је, the day, and the purpose of the service.

Намењену agrees with accusative feminine читаоницу. Dative становницима follows намењен, while relative која refers to neuter plural села, hence немају. English hides much of that agreement.

3. Perfective verbs build the event sequence

Стигло је → задржало се → наставило је advances the vehicle through three completed stages. Adverbs најпре, затим make the chronology explicit. The verb задржати се here means ‘remain/stay for a limited time,’ not ‘retain oneself.’

Ка суседним насељима uses ка + dative for orientation toward the next destinations. It does not assert that every settlement was reached during the first run.

4. Attribution limits responsibility for the number

Према подацима Библиотеке takes dative after према and attributes the figure to the institution. The report presents the figure accurately as a sourced claim, not as an independently audited count.

Учланило се 86 мештана places the event before its quantified subject. Neuter singular учланило се is common with a numeral phrase headed by a number above four; the quantified group does not trigger ordinary plural agreement here. Од којих then refers back to the people and introduces the proportion.

5. Indirect speech does not copy English backshift

Рекла је да ће... обилазити uses future I because the weekly visits follow the announcement. The repeated activity selects imperfective обилазити. A second coordinated да ће се распоред објављивати presents repeated schedule publication with a се passive.

English often reports this as ‘said it would visit,’ but Serbian chooses tense from the reported timeline. It does not mechanically shift every present or future one step into the past.

6. Direct quotation and attribution form one sentence

Serbian opening and closing quotation marks are „…“. Because the following reporting clause belongs to the same sentence, the comma stands before the closing mark: „...града“, навела је... The reporting verb навела је is neutral here: it attributes wording without endorsing or disputing it.

Марковићева is a traditional derived feminine surname form and is still found in Serbian journalism (formal/journalistic). A publication may instead repeat Марковић according to its house style. Do not assume that one editorial choice changes the person's legal surname.

7. Passive participles foreground the project and vehicle

Пројекат је финансиран and возило је прилагођено keep the funded project and adapted vehicle topical. The source arrives at the end—саопштила је Библиотека—so both claims remain explicitly attributed.

Из градског буџета uses из + genitive for the funding source. Прилагођено за улазак особа које користе колица avoids reducing people to equipment; the relative clause names people who use wheelchairs.

8. Planned future is not confirmed outcome

Планиран је is a result-state passive: a trip has been scheduled. Зависиће од takes genitive стања, and али limits the certainty of the announced route. A neutral report preserves that contingency rather than shortening the sentence to ‘the vehicle will visit...’

Information Structure and Register

The report moves from highest news value to supporting context: launch → first route → participation figure → future schedule → institutional quotation → funding/accessibility → next departure. The first sentence does not tell the whole story; it gives the event that lets later references such as возило, читаоница, пројекат be interpreted.

Neutrality comes from explicit sourcing and calibrated verbs, not from removing every adjective. Према подацима, рекла је, and саопштила је distribute evidential responsibility. By contrast, an unsupported phrase such as изузетно успешан пројекат would import evaluation into the reporter's voice.

Reuse Exercises

Task 1: Expand the headline

Restore the auxiliary, add an opening day and location, and name the source for the participation figure.

Општински музеј отворио је у среду изложбу у старој железничкој станици, а према подацима музеја првог дана посетило ју је 240 људи.

The municipal museum opened an exhibition in the old railway station on Wednesday, and according to museum figures, 240 people visited it on the first day.

Task 2: Separate fact from prediction

Write one sentence about a completed launch and a second sentence attributing an expected benefit to the organizer.

Удружење је у суботу отворило бесплатну радионицу. Организатори очекују да ће програм похађати око педесет полазника.

The association opened a free workshop on Saturday. The organizers expect about fifty participants to attend the program.

Common Mistakes

Restoring the wrong auxiliary or agreement

Incorrect — библиотека is feminine singular, requiring је покренула.

✅ Библиотека је покренула нову услугу за удаљена насеља.

The library launched a new service for remote settlements.

Using nominative after према

❌ Према подаци Библиотеке, број чланова расте.

Incorrect — према governs dative plural подацима.

✅ Према подацима Библиотеке, број нових чланова расте.

According to Library data, the number of new members is growing.

Presenting an attributed prediction as established fact

❌ Нова услуга ће сигурно преполовити трошкове корисника.

Unsupported certainty — the report has not established that this predicted result is certain.

✅ Установа очекује да ће нова услуга смањити трошкове корисника.

The institution expects the new service to reduce users' costs.

Copying headline ellipsis into neutral prose

❌ Библиотека у понедељак покренула програм и објавила распоред.

Incorrect as an ordinary body sentence — restore the perfect auxiliary је; the auxiliary-less form is headline-like.

✅ Библиотека је у понедељак покренула програм и објавила распоред.

The library launched the program and published the schedule on Monday.

Key Takeaways
