English in, on, and at do not determine whether Serbian uses у or на. Serbian first chooses a way of construing the place: typically as a container or named territory with у, or as a surface, activity, event, or conventionally open/institutional setting with на. Only after that choice does case distinguish location from destination.
The fastest reliable method is therefore two-stage: choose the conventional preposition, then choose locative for an existing setting or accusative for a destination. The complete case patterns are taught on the у and на reference page; here the problem is choosing between the two prepositions.
The decision tree
- Is the place conceived as an interior, bounded area, city, or country? Start with у: у соби, у продавници, у Нишу, у Србији.
- Is it a literal surface? Choose на: на столу, на зиду, на крову.
- Is it an event, organized activity, or conventional institution phrase? Often choose на: на концерту, на састанку, на послу, на факултету.
- Is it another building or institution conventionally treated as an interior? Often choose у: у школи, у болници, у библиотеци, у банци.
- Can both occur? Look for a viewpoint contrast rather than treating them as synonyms: у селу “in a particular village” versus на селу “in the countryside.”
- Is the destination a person or that person's home? Usually neither: Serbian commonly uses код + genitive, as in код лекара or код Ане.
Choose у for containment and named territory
The core image of у is inclusion within boundaries. Rooms, many buildings, settlements, and countries extend that image even when English uses at.
Чекаћу те у малој пекари преко пута станице.
I'll wait for you in the small bakery across from the station.
Моји родитељи живе у Ваљеву, а сестра студира у Новом Саду.
My parents live in Valjevo, while my sister studies in Novi Sad.
Лена је још у болници, али ће сутра ићи кући.
Lena is still in the hospital, but she will go home tomorrow.
English at the bakery, in Valjevo, and in the hospital happen to vary, but Serbian keeps the same containment pattern. Learn у пекари, у граду, у болници as Serbian phrases.
Choose на for surfaces, events, and conventional settings
Literal contact with a surface gives the clearest на. The same preposition extends to events, scheduled activities, and a learned set of institutions.
На радном столу су остале две шоље и неотворено писмо.
Two cups and an unopened letter were left on the desk.
Упознали смо се на изложби младих фотографа.
We met at an exhibition of young photographers.
Игор је на послу до шест, а после тога иде на тренинг.
Igor is at work until six, and after that he is going to practice.
There is no literal “on top of” in на изложби, на послу, на тренингу. These phrases construe the person as participating in or being present at the named activity.
Institutions are lexical, not predictable from English
Similar institutions can choose different prepositions. Compare у школи but на факултету, and у биоскопу but на концерту.
Ујутру предајем у школи, а поподне имам семинар на факултету.
I teach at a school in the morning, and in the afternoon I have a seminar at the university.
Вечерас не идемо у позориште; идемо на књижевно вече у библиотеци.
Tonight we aren't going to the theater; we're going to a literary evening at the library.
The useful unit is the noun together with its preposition. Geometry can suggest an answer, but it cannot replace learning frequent combinations.
When both are correct, the viewpoint changes
у селу versus на селу
У селу identifies a particular village as a settlement. На селу means in a rural environment or in the countryside.
Апотека је у селу поред главног пута.
The pharmacy is in the village beside the main road.
После две напорне недеље провешћемо викенд на селу.
After two exhausting weeks, we'll spend the weekend in the countryside.
у мору versus на мору
У мору places something in the water. На мору normally means at the seaside or away on a seaside stay.
Деца су већ у мору, а деда их посматра са терасе.
The children are already in the sea, and their grandfather is watching them from the terrace.
Ове године ћемо бити на мору само пет дана.
This year we'll be at the seaside for only five days.
у планини versus на планини
На планини is the usual broad phrase for staying, hiking, or being on a mountain. У планини can foreground the mountain interior or a location deep within mountainous terrain.
На планини је јутрос сунчано, али је тунел у планини и даље затворен.
It is sunny on the mountain this morning, but the tunnel inside the mountain is still closed.
Keep preposition and case as separate decisions
Once a noun belongs to an у or на family, keep that preposition for both location and destination. Change the case, not the lexical family.
После ручка идемо на сајам, а наши партнери су већ на сајму.
After lunch we're going to the trade fair, and our partners are already at the fair.
Унеси кутије у магацин; остала роба је већ у магацину.
Take the boxes into the warehouse; the other goods are already in the warehouse.
Movement within a place does not create a destination. Трчимо у парку means the running happens in the park; трчимо у парк makes the park the endpoint.

Common Mistakes
Translating English at directly
❌ Видимо се у факултету после предавања.
Incorrect conventional choice—at university is на факултету.
✅ Видимо се на факултету после предавања.
See you at the university after the lecture.
Treating every building as an у-place

✅ Сви су већ на састанку у великој сали.
Everyone is already at the meeting in the large hall.
Using на for the water itself

Wrong for the intended meaning ‘in the water’—на мору means at the seaside.
✅ Рониоци су у мору већ двадесет минута.
The divers have been in the sea for twenty minutes.
Choosing accusative because the verb involves motion
❌ Цео сат смо шетали на стари град.
Incorrect for movement within the old town—the place is a setting and needs locative.
✅ Цео сат смо шетали у старом граду.
We walked around the old town for an hour.
