Learn Turkish: Yeni genelge gelecek haftadan itibaren yürürlüğe girecek. - The new circular will go into effect starting from next week.

The word itibaren means "from a certain time onward." It always requires the noun before it to take the ablative case ending, which means adding -dan or -den (meaning "from"). So, gelecek hafta (next week) becomes gelecek haftadan itibaren to mean "starting from next week."

Why does yürürlüğe have a ğ in it, and what does the phrase yürürlüğe girecek literally mean?

The base noun is yürürlük, meaning "validity" or "being in effect." To say something goes into effect, it takes the dative case direction ending -e (to/into). When this vowel suffix is added to a word ending in k, the k softens to ğ, making it yürürlüğe. Combined with girecek (will enter), the phrase literally translates as "will enter into validity."

Why is the word gelecek used to mean "next" in gelecek hafta?

Gelecek is the future tense form of gelmek (to come). When used as an adjective before a time word, it translates literally to "that will come." So, gelecek hafta literally means "the week that will come," which is the standard Turkish way of saying "next week."
