Formal purpose clauses (amacıyla / maksadıyla)

In professional or official contexts, such as government announcements, news reports, or business strategies, Turkish uses formal purpose clauses to express "in order to" or "with the aim of." These are built using the nouns amaç (aim/purpose) or maksat (intent).

Formulating the Postpositions

To link a goal to an action, these nouns take a possessive suffix followed by the instrumental case (ile), effectively meaning "with its aim" or "with its intent."

amacıyla
for the purpose of
maksadıyla

Both phrases function identically and serve as highly formal equivalents to the simpler -mAk için (in order to).

Same Subject: The Infinitive (-mAk)

When the subject performing the main action is the exact same as the subject of the purpose clause, use the full infinitive -mAk (-mak / -mek) directly before amacıyla or maksadıyla.

We are giving trainings with the intent of strengthening service quality.
Hizmet kalitesini güçlendirmek maksadıyla eğitimler veriyoruz.
The government is organizing a campaign with the intent of raising public awareness.
Hükümet, halkı bilinçlendirmek maksadıyla bir kampanya düzenliyor.

This structure frequently pairs with passive verbs to describe general policies where the actor is implied.

The infrastructure has been changed with the aim of improving the system.
Sistemi geliştirmek amacıyla altyapı değiştirilmiştir.

Different Subject: The Verbal Noun (-mAsI)

When a sentence describes one party taking action so that someone else can achieve a goal, the subjects are different. In this case, you cannot use the full infinitive. Instead, you must build a possessive phrase using a verbal noun:

  • The subject of the goal takes the genitive case (e.g., personelin, doktorların).
  • The verb uses the short infinitive -mA (-ma / -me).
  • The verb then takes a possessive suffix to match its subject (usually -sI / -si / -su / -sü).

For example, "with the aim of the staff increasing..." becomes personelin artırması amacıyla.

The company established a new system with the aim of the staff increasing their activities.
Şirket, personelin faaliyetlerini artırması amacıyla yeni bir sistem kurdu.
The ministry allocated a budget with the aim of the doctors improving the hospitals.
Bakanlık, doktorların hastaneleri iyileştirmesi amacıyla bir bütçe ayırdı.

This structure is extremely common in legislation, diplomacy, and official mandates where one organization sets the stage for the actions of another.

The new law has been approved for the purpose of the public living in peace.
Yeni yasa, halkın huzur içinde yaşaması maksadıyla onaylanmıştır.
Negotiations are continuing with the aim of the two countries reaching an agreement.
İki ülkenin uzlaşması amacıyla müzakereler devam etmektedir.
