Why do we use -ning here instead of just -ing?

For most regular Swedish verbs, you create a verbal noun by taking the stem and adding -ning, just like skölja becomes sköljning. The shorter -ing suffix is almost exclusively used for verbs that end in -era, such as parkera becoming parkering.

Why is the verb är placed before the subject vi?
