Financiara is the imperfect subjunctive of the verb financiar (to fund/finance). To form it, take the "ellos" form of the preterite past tense (financiaron), drop the -ron, and add the -ra ending for él (he).

Why do we use the imperfect subjunctive (financiara) here instead of the present subjunctive?

The tense of the first verb determines the tense of the subjunctive verb. Because our triggering verb queríamos (we wanted) is in the past, the subjunctive verb that follows que must also be in the past. If the sentence was "We want him to fund..." (Queremos que él...), you would use the present subjunctive (financie).

Why is the pronoun él included? Isn't it usually dropped?

You can drop it, but it is often kept here for clarity. In the imperfect subjunctive, the forms for yo, él, ella, and usted are all exactly the same (financiara). Including él makes it instantly clear that we wanted him to fund the campaign, not someone else.

I know the noun comunidad means community, but why does it look like comunitaria here?
