Podría is the formal usted (you, formal) form of the verb. While podrías (the informal tú form) is still polite because it uses the conditional tense, using podría adds an extra layer of respect. You would use this with strangers, older adults, or in professional settings.

Why doesn't repetir change its ending to match the person?

In Spanish, when you have two verbs working together like this (could repeat), only the first verb is conjugated. Since podría is already changed to show who is doing the action, the second verb stays in its natural dictionary form, called the infinitive (repetir).

Since podría can also mean 'I could' or 'he/she could', how do we know it means 'you could' here?

The yo, él, ella, and usted forms all share the exact same conditional word: podría. However, because this is a direct question asking for a favor, context makes it clear you are asking the person you are talking to: 'Could you (formal) repeat...'
