If a group of women is speaking, do they still say nosotros?
No, if the group is entirely female, they would say nosotras. Nosotros is used for a group of men, or a mixed group of men and women. Even if there is only one man in a large group of women, you use the masculine nosotros.
Is it mandatory to include nosotros at the beginning of the sentence?
Not at all! You can just say Somos de Perú. Because the verb somos only ever means "we are", the "we" is already built into the word. Spanish speakers often drop the subject pronoun unless they want to add emphasis.
