Questions & Answers about Если бы начальник был здесь, он бы требовал, чтобы завод не загрязнял реку.

If this sentence is about a hypothetical situation happening right now, why are all the verbs (был, требовал, загрязнял) in the past tense?

In Russian, unreal or counterfactual conditionals (sentences using the particle бы) always take the past tense form of the verb. This applies whether the hypothetical situation is in the past, present, or future. The particle бы is what tells you it's a "would be" scenario rather than a real past event.

What are the rules for where the particle бы goes in each half of the sentence?

In the "if" clause, бы almost always goes directly after если, giving you если бы. In the main result clause, its position is a bit more flexible, but it usually follows the subject (он бы требовал) or the verb (он требовал бы). The golden rule is that бы can never be the very first word of a clause.

Why do we use чтобы + the past tense (загрязнял) in the final clause, instead of an infinitive like "to not pollute"?

The verb требовать (to demand) expresses a strong wish or order for someone else to do something. In Russian, when the person wanting the action is different from the person doing the action, you cannot use an infinitive. Instead, you must use чтобы followed by the past tense of the verb (here, загрязнял). This is the same rule you use with verbs like хотеть (to want).
