Because ta zupa is the subject of the sentence (the thing being described), not the direct object. Sentences using the verb jest (is) to describe something with an adjective use the basic Nominative (dictionary) form. You would only use the Accusative if you were doing an action to the soup, like eating it (Jem tę dobrą zupę).
